Torrent keeping downloading never finish

The striking thing is how many end at that % mark, not the fact that many torrents never complete. I see quite a few that never complete, but at a percentage much lower. It seems odd to me that there would be so many other peers out there, and all of them unable to complete the download. I'm trying to download bltadwin.ru and it finishes without any problems. When I try to open the file it's corrupt. So I force a recheck and the status goes back to %. No matter what it just repeats. This has been happening to a lot of my large torrents lately but forcing a recheck usually solves the problem. It's just becoming more and more. A torrent fails to download completely because of lack of seeder(s). You need at least 1 seeder to download completely. You cannot do anything except changing trackers(see if you can find the same torrent from other sites) or download from another torrent.
